Added Support for Cincinnati Bell to the Cell Phone Carrier List
Use Case: Previously unavailable, Cincinnati Bell can now be used as an option in the Cell Phone Carrier List.

- Fixed an issue with "Add Room" in guest room reservation dashboard not calculating tax or service charge after picking an assigned room and rate category.
- Fixed an issue with the guest room dashboard crashing when attempting to add a named guest multiple times to a dashboard using quick add.
- Fixed an issue with Create Memorized Invoice checkbox on vendor invoice form not always creating a memorized invoice under certain conditions.
